SE «Ukrmetrteststandard»

State enterprise All-Ukrainian research and production center for standardization, metrology, certification and consumers rights protection SE “Ukrmetrteststandard” was created for the purpose of realization of government functions in the sphere of standardization, metrology, certification, conformity acknowledgement, quality management, state surveillance of compliance with the standards, norms, rules and state metrological control and surveillance according to the requirements of current legislation.

Subject of the Center activity is the following:

• realization of state surveillance of compliance with the standards, norms, rules and state metrological control and surveillance according to the requirements of current legislation of Ukraine;
• realization of research, research and technical as well as research and organizational works in the sphere of metrology, conformity acknowledgement and standardization and also coordinating and methodological activity among enterprises, organizations and institutions regardless of form of ownership and kind of activity (hereinafter – business entity);
• carrying out (provision) of paid work (service) for business entities and individual persons not being business entities in the sphere of standardization, metrology, certification, conformity acknowledgement and quality management.

In the sphere of realization of state surveillance of compliance with the standards, norms, rules and state metrological control:

• carries out the verification of compliance with technical regulations, standards, norms and rules;
• offer suggestions in established order on cancellation, limitation of expiration date or review of technical regulations, standards, norms and rules;
• carries out the analysis of works of business entity on questions of the compliance with technical regulations, standards, norms and rules;
• summarizes the results of state surveillance, analyzes the reasons of violation of technical regulations, standards, norms and rules;
• provides the operative taking measures for ceasing of violation of technical regulations, standards, norms and rules;
• informs public authorities and communities about condition of the compliance with technical regulations, standards, norms and rules;
• introduces the propositions on the basis of conclusions of state surveillance to the executive bodies and executive powers of local boards concerning improvement of measures on products quality refinement;
• provides cooperation with law enforcement agencies and other specially authorized bodies of state surveillance, consumer societies for products quality control;
• Carries out state metrological control of traceability and quantity of goods in packages.

In the sphere of consumers’ rights protection:

• takes part in realization of state policy as to compliance with requirements of legislation of Ukraine about consumers’ rights protection;
• carries out information-instructive activity among Ukrainian citizens concerning their rights as consumers according to the current legislation;
• takes part in carrying out of drafts expertise of normative-legal acts regarding the compliance with rights and interests of consumers in it;
• provides the legal assistance to the consumers in the court or in the judicial order with the solution of problems concerning the violation of their rights as consumers;
• takes part in development and realization of state programs of counterfeit and non-quality products control;
• takes part in creation and operation of the system of operative notification of state control bodies and consumers about detected dangerous, non-quality and counterfeit products;
• informs consumers via mass media about rating of quality products of domestic manufacture;
• takes part in tests of products quality and personal services, that are rendered to the consumer;
• Carries out technical expertise of documentations and products for the purpose of conformity acknowledgement of quality indices and also by definition of consumers’ rights protection bodies and judicial bodies.

In the sphere of standardization:

• takes part in development of technical regulations and other normative-legal acts and also national standards, harmonized with corresponding international (regional) standards. Gives comments on drafts of normative-legal acts;
• carries out independent inspection of specifications content, that are developed by business entities for the compliance with national standard, and in statutory determined cases – with branch standard as well as their state registration;
• performs uniform record keeping and fund of active specifications in Ukraine, national standards and other normative documentation;
• takes part in realization of program of works on standardization, accepted by the central executive body;
• performs information provision of business entities in Kyiv city and Ukraine concerning operating standards, specifications on products and services, takes part in publication and spreading of corresponding printed output at paper and electronic data medium, including the Internet or creating of the Internet store according to the current legislation;
• carries out works on production and spreading of copies of normative documentation in accordance with contract of agency, made with the general agent, determined by Derzhspozhyvstandard of Ukraine;
• gives to the business entities on their appeal methodological support and information-consulting services on standardization, market researches of services market and realization of advertising actions, carries out scientific and research works on preparation for publication of information publications of standardization, metrology and conformity acknowledgement;
• on appeal of business entities carries out the expertise of design documentation and gives results, takes part in acceptance, qualification, periodic, typical tests of products and also in development of specifications on products;takes part in work of Technical Committee (TC) for standardization and realization of functions of TC secretariats for standardization by assignment of Derzhspozhyvstandard of Ukraine;
• carries out research and technical works on standardization that do not contradict Law of Ukraine “About standardization”;
• carries out other works and render services on standardization that are not forbidden by the current legislation.

In the sphere of state metrological control and metrological activity:

• performs state metrological control by means of: authorization and certification in the state metrological system; carrying out of state testing of measuring instruments and approval of their types; carrying out of state metrological certification of measuring instruments; carrying out of testing of measuring instruments;
• carries out in accordance with branch of accreditation of the Center state acceptance and control tests, verification and calibration, state metrological certification of measuring instruments. Certification of test equipment and takes part in carrying out of this certification;
• carries out an assessment of materials according to the results of state testing of measuring instruments and its preparation for the consideration at meeting of research and technical metrological commission of Derzhspozhyvstandard of Ukraine;
• keeps State register of measuring instruments and register of methodological metrological documents;
• repares type approval certificates of measuring instruments, certificates of conformity of measuring instruments and also type approval acceptance certificate of measuring instruments;
• fulfils functions of secretariat of metrological section of Research and technical committee of Derzhspozhyvstandard of Ukraine;
• performs technical support of activity of National secretariat for cooperation with International organization of legal metrology;
• prepares conclusions for the customs clearance of measuring instruments that are imported in Ukraine;
• carries out analysis of condition of measurements in the prescribed types (subtypes), condition of standard base of the regional bodies of Derzhspozhyvstandard of Ukraine and development of the propositions of its improvement;
• coordinates lists of measuring instruments that are in use and are subject to calibration for the business entities;
• takes part in the development of drafts of standard time for the calibration of measuring instruments;
• carries out certification of business entities in the National metrological system for the right to carry out measurements in the sphere and out of sphere of activity of the state metrological surveillance;
• realizes authorization of the business entities for the certification of the measuring techniques that are used in the sphere and/or out of sphere of activity of the state metrological surveillance;
• by assignment of Derzhspozhyvstandard of Ukraine carries out an assessment of materials and takes part in authorization of state research metrological centers and regional bodies of Derzhspozhyvstandard of Ukraine, metrological services of the central executive bodies, business entities for the right to carry out state acceptance testing and calibration of measuring instruments as well as test laboratories of the foreign manufacturers for the right to carry out the calibration of measuring instruments that are imported in Ukraine, preparation of drafts of certificates of authorization and certification;
• keeps Registers of state research metrological centers and regional bodies of Derzhspozhyvstandard of Ukraine, authorized for the carrying out of state testing, calibration of measuring instruments; enterprises and organizations authorized for the carrying out of certification of measuring techniques; register of measuring techniques that are used in the sphere of activity of the state metrological surveillance;
• carries out inspection of condition of metrological support by the appeal of business entities during accreditation of their testing laboratories;
• keeps record of enterprises, organizations and citizens – business entities that performs release from manufacture, repair and for sale as well as leasing of measuring instruments;
• develops or takes part in developing of drafts of legislative, normative, organisational and methodological metrological documentation;
• certifies measuring techniques;
• arranges and takes part in the inter-laboratory comparisons of measured results according to the current normative documents;
• arranges and takes part in the international comparisons of national and reference standards of Ukraine, that belong to the Center and also arranges and carries out in the prescribed types and subtypes of measurements of standard comparisons that belongs to the regional bodies of Derzhspozhyvstandard of Ukraine, enterprises and organizations;
• gives consultations in the sphere of metrology, carries out market researches of measuring instruments;
• examines branch-wise documentation, that deals with authorization and certification in the State metrological system;
• examines and presents conclusions as to the belonging of technical instruments to the measuring instruments;
• gives explanations as to the belonging of measuring instruments to such that are used in everyday life;
• creates in the established order state geodesic network: creates network of concentration of special geodesic networks, carries out engineering-geodesic searches, topographic mapping, works on creation (composition, updating, preparation for publishing) of maps (plans) in the graphic, digital and electronic form and also works on creation and maintaining of geo-information systems, bases and data banks;
• carries out geodesic marking works, geodesic-survey measurements and surveillance for the deformation of buildings and earth surface, subsidence of housings and buildings and its executive surveys; carries out measurements under installation and calibration of crane gauges and technological instruments;
• performs repair (including specialized) and after-sale service of measuring instruments and control equipment;
• carries out periodical audit of the authorized and certified testing, calibration and measuring laboratories of business entities;
• carries out certification of the software of measuring instruments;
• fulfils functions of Main center of State metrological service of Ukraine;
• Carries out other metrological works that do not contradict Law of Ukraine “About metrology and metrological activity.”

In the sphere of quality management:

• takes part in arrangement and constant monitoring of quality management systems implementation, environmental management systems, product safety management systems (HASPP), professional safety and health management systems, other management systems in Kyiv and Ukraine (hereinafter – other management systems);
• arranges information support of business entities for management of quality, environment, and other management systems;
• carries out in Kyiv competitions in questions of Center activity, including annual All-Ukrainian competition of product quality (products, works, services) – “100 best products of Ukraine”.
• takes part in realization of regional programs of quality management systems implementation and other management systems at enterprises;
• Carries out other works on supply of quality of products, services and environment, other management systems.

In the sphere of conformity acknowledgement:

• carries out works on conformity acknowledgement in the legislatively regulated sphere, to which certification body of the Center is assigned and (or) authorized according to the requirements of the current legislation;
• carries out works on conformity acknowledgement in the legislatively non-regulated sphere according to the requirements of the current legislation;
• carries out works on products (services) in the national certification system, to which certification body of the Center is assigned and (or) authorized;
• fulfils functions of the methodological center for certification of the separate product types and other subjects of conformity acknowledgement specified by Derzhspozhyvstandard of Ukraine, and also national certification body of electro-technical equipment in the system of the International system for certification of electro technical-equipment (IECEE);
• fulfils functions of the technical support of the activity of national secretariats of the International electrotechnical commission (IEC), IECEE and National certification body of electro-technical equipment in the CB scheme IECEE (NCB), European committee for electrotechnical standardization (CENELEC);
• takes part in the inspection control of the activity of the conformity acknowledgement bodies by assignment of Derzhspozhyvstandard of Ukraine;
• keeps record of the issued certificates of conformity (certificate of acceptance) registered in the state Register and gives information in cases of refusal from issue and also keeps record of issued auditor competence certificate and publishes information about certified personnel and training courses;
• carries out by assignment of Derzhspozhyvstandard of Ukraine examination of documentation and audit of organization that pretend to the appointed as executors in the Certification system UkrCEPRO;
• carries out an activity in the sphere of recognition of test results and products certification of the foreign laboratories and bodies, and also recognition of results of works on acknowledgement of personnel competence and training course certification;
• performs and carries out testing of products, inspection and audit of the manufacture, certification of the quality management systems, certification of the environmental management system and other systems according to the accreditation sphere, and also personnel certification;
• develops research and technical documentation, standards, orders and rules in the sphere of the conformity acknowledgement and methods (techniques) of product testing;
• takes part in the development of the research, normative and organizational basis of the activity of the National product certification system;
• carries out tests on fire risk of substances, materials, building constructions, products and equipment, and also products of fire-prevention assignment on conformity with established requirements;
• carries out tests of technical equipment, source of the ionizing radiation;
• carries out consumer assessment of quality of products and services, sampling tests of personal protection equipment and electric tools;
• Carries out other works on conformity acknowledgement, certification in accordance with the current legislation.

In the sphere of scientific researches and research and engineering works оn metrology, standardization, conformity acknowledgement and certification:

• takes part in the development of the research, normative and organizational basis of the activity of the National metrological system;
• develops and creates systems and procedures of transfer of size of physical units from national standards to working measuring equipment;
• carries out scientific researches, creates, keeps and provides the operation of the national standards and improves standards of physical units;
• takes part in the development and realization of the state programs of creation and operation of the national standard base;
• carries out scientific researches for the development of the methods and realization of the high-accuracy measurements in the prescribed to the Center types(subtypes) of measurements;
• develops and produces standard measuring equipment and certified standard samples of substances and materials for the purposes of the research metrological centers and regional bodies of Derzhspozhyvstandard of Ukraine, metrological services of the central executive bodies, business entities;
• fulfils functions of the State metrological research center of Ukraine, Main center of state metrological service of Ukraine, Main center of the state service for standard reference data of physical constants and properties of substances and materials;
• takes part in the development of the research technical projection of the development of State metrological service, in the development and performance of complex scientific and research-technical programs for provision of uniformity of measurements in Ukraine;
• performs other scientific-research and research-engineering works on metrology and metrological activity that does not contradict current legislation and a Statute;
• carries-out research and technical, research and organizational works on standardization, conformity acknowledgement, certification;
• takes part in works of international (regional) organizations for standardization, metrology and certification by assignment of Derzhspozhyvstandard of Ukraine
• Gives consultations and methodological help to the business entities within a competence of Center on questions of consumers rights protection, standardization, metrology, conformity acknowledgement, including certification and quality management.
