In April, 2009 Latvian National Accreditation Bureau (LATAK) carried out works on accreditation of Personnel Certification Body of SE «Ukrmetrteststandard» on the next term of validity of the Accreditation Certificate.

According to the results of the audit of Personnel Certification Body (PCB) SE «Ukrmetrteststandard» received the Accreditation Certificate №Latak-s3-308-02-2005-A, with the term of validity up to 17.05.2014, that confirms, that Personnel Certification Body of the State Enterprise All-Ukrainian State Research and Production Centre for Standardization, Metrology, Certification and Consumers’ Rights Protection, is competent in accordance with the requirements of LVS EN ISO/IEC 17024:2003 to carry out certification in the following scope:

• Certification of auditors for quality management system certification.
• Certification of internal auditors for quality management system.

The Personnel Certification Body of SE «Ukrmetrteststandard» maintains the status of full member of International Personnel Certification Association (IPC) and participates actively in the revision of international standards.

Personnel Certification Body of SE «Ukrmetrteststandard» informs about new requirements to the certification of auditors for quality management system certification due to the changes of certification criteria – international standard ISO 9001:2008 coming into effect

Recertification of auditors for quality management system certification will be carried out after the official publication of national standard of the new version of DSTU ISO 9001 according to the result of surveillance, on conditions of examination of a new version of standard and training.
Certification of candidates for auditor for quality management system certification according to the new version of the standard DSTU ISO 9001 will be carried out after its official publication and on conditions of training according to the new version of the standard.

Terms of transition period:

Up to the end of 2009 acknowledgement of competence of auditors for quality management system certification will take place on accordance to the requirements of old and new versions of the standard DSTU ISO 9001;
From 2010 new competence certificates of auditors according to DSTU ISO 9001-2001 will not be issued;
Up to 15 November 2010 the concurrent use of auditor certificates according to the old and new versions is foreseen;
From 15 November 2010 all operating certificates according to the old version will be recognized invalid.

Issue (new registration) of the accredited certificates will be carried out on condition of examination of the new version of standard.

Personnel Certification Body of SE «Ukrmetrteststandard» informs about new requirements to the certification of auditors for quality management system certification due to the changes of certification criteria – beginning of revision of international standard ISO 19011:2003 etc.

With the purpose of removal of contradictions between the standards DSTU 3418-96 and DSTU ISO 19011:2003 and fulfillment of requirements of the standard DSTU ISO/IEC 17021:2006 within 2009 year PCB will carry out new registration of competence certificates of auditors for quality management system certification in System UkrSEPRO taking into account the requirements of the standards DSTU ISO 19011:2003 and ISO/IEC 17021:2006 concerning the assignment of economic branches to the auditors for quality management system certification, on the enterprises where they can carry out audits without technical expert. For this purpose it is necessary to give the application of the set form (annex 1) and documentary proofs of knowledge and abilities in the specific economic branch (list of economic branches and assigned criteria – (annex 2).

Terms of transition period:

Up to the end of 2009 the concurrent use of competence certificates of auditors both with the assigned branches and without them is foreseen.
Start from 2010 year the issue of certificates only in accordance with the requirements of DSTU ISO 19011:2003 is foreseen. The auditor certificates of quality management system certification without assigned branches of economy will be recognized invalid.
